Вывод денег — через Paypal на карту Payoneer

Первый этап - получение счета Payoneer в США.
С начала для получения разрешения нужно на  сайте Payoneer осуществить запрос на получение счета через Контакт Ас, в течении 3-ех месяцев вам должны прийти платежи от 3-х разных партнеров (например с Дримса, Айса и Графикривера).
После подтверждения платежей  приходит очередное письмо с запросом данных, документов и другой информации:

Thank you for contacting us about joining the Payoneer US Virtual Account pilot program. The selected participating cardholders from both the US and abroad may receive direct ACH payments to their Payoneer cards.

With a Payoneer Virtual Account, you can receive payments from US corporations using the ACH network but payments are subject to the terms & conditions set by the US organizations that pay you. Once received in your Virtual Account, your funds are automatically moved to your Payoneer card for your use. You cannot withdraw money from the US Virtual Account itself.

We are inviting a few dozen new participants to apply to join the pilot program. The fee for the US virtual account is $20 annually and 2% of the transaction amount. If you are interested in participating, please address the following questions and requests.

1. What services or products do you offer?
2. What is your company's website?
3. What is your freelancer website?
4. Please provide any other information about your company or services.
5. Please provide a copy of a government-issued photo ID. You can send your driver's license, passport, national ID, or military ID. If your ID is in a different language than English, we prefer an international passport.
You can scan/take a photograph of your ID and attach it to your reply to this e-mail. We prefer jpeg format under 1MB.
6. Please provide us with a detailed list of all entities from which you will be receiving payments to the Virtual Account. Payment attempts from entities outside this list could be delayed or declined.

Нужно отправить все требуемы данные и документы и  ждать,  когда поступят новые письма от системы Payoneer.

Второй этап.  Payoneer получает информацию о вас.
Спустя некоторый срок вам приходит несколько новых писем.
Первое из писем – сообщение об открытии счета.
Второе - реквизиты счета: номер, название банка, специфическая информация о счете.
Третье – подробное описание способа привязки счета к системе Paypal, Гугл и прочим сервисам.

Когда Paypal примет счет можно попробовать вывести деньги на Paypal, по заверению Payoneer они должны быть автоматически зачислены на карту.   
При открытии счета Payoneer запросит список тех, от кого будут поступать средства – деньги от компаний, не вошедших в этот список, система блокирует, задерживает или замораживает, Payoneer сразу предупреждает об этом.

Ответы, которые нужно вписать:
Системе важно знать, какие товары вы реализуете, не подлежат ли они специальному лицензированию, и проверить информацию о вас. Указывать сайт необязательно.

Счет открыт. В аккаунте Paypal вводите данные счета и деньги сразу можно выводить. Для первого вывода нужна верификация. На Paypal способы верификации бывают разные: через пластиковую карточку, через СМС на телефон и т.д.
